What happened

After Mazepa's death, the Cossack officers in exile at Bender elected Pylyp Orlyk hetman in April 1710. On the same occasion they agreed the Pacts and Constitutions of the Rights and Freedoms of the Zaporizhian Host, which limited the hetman's power and gave a council of officers a say in government. Orlyk never ruled in Ukraine and the document never came into force, but it is remembered as one of the early European constitutions and as a source of pride in Ukraine today.
