It grew fast into a city of merchants and sailors, with Ukrainians, Russians, Jews, Greeks, Italians and many others. From 1803 the Duke of Richelieu, a French émigré, governed it and did much to build it up. His statue has stood since 1828 above the long stairs to the port, known today as the Potemkin Stairs, with 192 steps.
