What happened

On 17 March 1861 a law passed by the first Italian parliament, meeting in Turin, gave Victor Emmanuel II of Savoy the title of King of Italy. Turin was the first capital, then Florence from 1865. Venice and Rome were still outside the new state: Venice came in 1866, Rome in 1870. In much of the South the new government faced years of armed revolt, brigandage, put down by the army. The prime minister Cavour, who had done most to build the kingdom, died that June.
