What happened
The Central Rada's Fourth Universal, dated 22 January 1918, declared the Ukrainian People's Republic an independent, free and sovereign state. It was the first act of Ukrainian independence in the twentieth century. The republic was fighting the Bolsheviks, who took Kyiv for a time that winter, and it signed a peace with Germany and Austria-Hungary at Brest-Litovsk in February. Over the next years governments in Kyiv changed many times, and by 1921 most of Ukraine was under Soviet rule.
