What happened
In February 313 the emperors Constantine and Licinius met in Milan, then one of the capitals of the empire, and agreed that everybody, Christians included, should be free to worship as they chose. The persecutions stopped and confiscated church property was returned. The famous 'edict' was not really an edict, and it was not published in Milan: the text we have is a letter Licinius had posted in Nicomedia, in today's Turkey, on 13 June 313. Christianity went on to become the religion of the empire.
