What happened

From the autumn of 1814 to June 1815 the monarchs and diplomats of Europe met in Vienna to reorder the continent after Napoleon, between balls and banquets; hence the famous line 'the Congress dances'. Napoleon's return from Elba in March 1815 hurried them along, and the Final Act was signed on 9 June, nine days before Waterloo. For Germany the Congress created the German Confederation: a loose league of around forty sovereign states, Austria and Prussia among them, with an assembly in Frankfurt. It was not the united nation many Germans had fought for in 1813.
