After three wars, against Denmark in 1864, Austria in 1866 and France in 1870–71, the Prussian minister-president Otto von Bismarck united the German states without Austria. On 18 January 1871 King Wilhelm I of Prussia was proclaimed German Emperor in the Hall of Mirrors at Versailles, in defeated France. The new Reich was a federal monarchy with a parliament elected by all men, but real power lay with the emperor and his chancellor. In the 1880s Bismarck introduced the first state health, accident and old-age insurance. The young Emperor Wilhelm II forced him out in 1890.
